The novel coronavirus pneumonia outbreak has affected our production and life since the beginning of this year. This year is the end of the year of poverty alleviation and building a moderately prosperous society in an all-round way? Can money bags drum up? What are the challenges of agricultural production?
Cheng Guoqiang, a distinguished professor in the Department of economics and finance of our college, was interviewed by CCTV's Rural Revitalization information program, and discussed the challenges and opportunities brought by the epidemic to agriculture, rural areas and farmers with Professor Zhu Qizhen, director of the Institute of farmers' issues of China Agricultural University.

Compere: under epidemic situation, what is the most influential part to increase farmers' income?
Cheng Guoqiang: according to the National Bureau of statistics, in 2019, the average annual disposable income of farmers will be 16000, about 41% of which is migrant income.
Every year, there are 290 million migrant workers, about 170 million of whom go out to work. If migrant workers are hit, it will involve the income increase of about 290 million people.
At present, the return to work rate of small and medium-sized enterprises is about 76%. If the return to work rate of large-scale enterprises and small and medium-sized enterprises is taken into account, according to the statistics of relevant departments, the return to work rate (involving) about 100 million farmers. But the number of migrant workers is 170 million, and the gap is still very large.
Compared with last year, we haven't completely returned to work. To catch up with a quarterly loss through three quarters, farmers' income increase is facing challenges.
Compere: how to offer help for farmer to go out to work? How can we reach more people?
Cheng Guoqiang: under the current situation, we should focus on some projects implemented in poverty alleviation and take point-to-point or better measures to make poverty alleviation industries, projects and workshops return to work as soon as possible.
Host: how is the circulation of agricultural products?
Cheng Guoqiang: at the beginning of prevention and control, taking strict road closure measures led to the stagnation of circulation of agricultural products (in some areas). But as the situation is gradually stabilized, the situation is easing.
Since the end of January, the Ministry of communications, the national development and Reform Commission, the Ministry of agriculture and rural areas, etc. have issued several documents, asking not to seal the city and road, not to seal the logistics of agricultural materials, and not to cut off the circulation of agricultural products. These measures eased the contradiction in time.
Host: what kind of transformation and upgrading are agricultural products related industries facing?
Cheng Guoqiang: the epidemic has a great impact on the circulation and marketing of agricultural products, but it also brings opportunities for transformation and upgrading.
In the agricultural industry chain, no matter the main body of agricultural operation or other agricultural processing and circulation (links), including cold chain and transportation, we need to take advantage of this opportunity, systematically consider how to upgrade the industry, and innovate new business models and circulation formats of agricultural products.
Now there is a "vegetable basket" project in large and medium-sized cities. It is suggested that the agricultural products of the counterpart areas and poverty alleviation industries should be combined with the vegetable basket of the counterpart units in large and medium-sized cities to carry out targeted poverty alleviation.
This is the real docking of production and marketing to solve the problem of agricultural product sales in poor areas. For example, through online and current business models, poverty alleviation stores, e-commerce poverty alleviation centers and poverty alleviation channels can be set up to expand various online sales (channels) and solve the problem of obstruction after epidemic prevention and control.
Host: what is the proportion of rural tourism industry in the source of farmers' income?
Cheng Guoqiang: according to the statistics of the Ministry of agriculture and rural areas, the contribution of rural tourism to local employment is about 10 million people every year. In 2019, rural tourism, supporting catering, tourism and related tertiary industries together will solve the employment problem of 10 million people.
The increase of farmers' income, especially in poverty-stricken areas, is a pillar industry.
Host: what are the impacts on rural tourism in the epidemic?
Cheng Guoqiang: the epidemic may bring adverse impact on rural tourism, so we should be prepared.
The epidemic has also brought opportunities for rural tourism. Through the construction of ecological, livable and beautiful villages, rural areas can combine agriculture, rural areas and cultural tourism to form a global tourism, which may be the direction of future development.
Host: what are the preparations for rural tourism team practitioners?
Cheng Guoqiang: from the government level, the policy should be adjusted. The general office of the State Council has released the holiday schedule for this year, which may have a good effect on the recovery of tourism after the epidemic is under control.
Combined with the new situation of prevention and control, the arrangement of new holidays, the change of vacation mode and the adjustment of consumption habits after the epidemic, tourism should be provided with new product innovation and new services.

Cheng Guoqiang: with the next step of epidemic prevention and control, we should return to work and resume production, so that migrant workers can go out to work in time.
