Rethinking of rural construction under the epidemic situation
Major epidemics are like a touchstone, testing our ability to deal with emergencies and testing the level of social governance. In particular, how to carry "rice bags" and "vegetable baskets" and other people's livelihood security issues are related to the life of thousands of households and social stability, which has attracted special attention. Through the problems exposed in the "special period", it helps to think about what kind of countryside should be built and what kind of agriculture should be developed. The city's novel coronavirus pneumonia blocking operations, each residential area in the city, every village in the village, have been closed management, the road to the countryside was blocked, cross-border transport was restricted, the prices of agricultural products rose, and even some local panic buying phenomenon. In the context of "staying at home is to contribute to the country", who is the most calm? Farmers in the countryside. It doesn't seem to have been too much affected by "closure.". A farmer told me that looking at the vegetables in the field, the chickens in the yard, and the pigs in the pigsty was very stable. There is enough firewood, rice, meat and oil at home to last for a year. Who is the scariest? Some farmers who are concentrated on the upper floors are far away from their own land and can't farm. They have lost the courtyard in front of their houses and behind their houses. They don't have the courtyard economy. In normal times, the low-cost and well-developed farmer's market is closed, and the small supermarket has no vegetables to sell. They can only go to supermarkets in big cities to buy expensive vegetables. This requires us to think about what kind of countryside should be built for the construction of beautiful countryside? In the face of an outbreak, who is the most nervous of different production subjects? The so-called large-scale agriculture, in which farmers can gather vegetables and grow vegetables without being affected, is sustained by the employment of workers, which results in heavy losses. A large strawberry planting family, dozens of strawberries in the greenhouse are facing all rot; a large vegetable family is unable to return on time due to the failure of employees, and they are unable to harvest all the losses; tens of thousands of Jin of oranges of fruit farmers are still hanging on the trees. This makes us think, what kind of agricultural organization is safe? From the perspective of rural construction, in the long process of rural growth, the special spatial structure and social structure formed have natural advantages for social stability and emergency response. Farmyard is not only a living space, but also an important production space for farmers. The self-sufficiency of courtyard economy is not only an important welfare of farmers, but also a "buffer" for social crisis. Harmonious neighborhood relationship is not only the space foundation of neighborhood mutual culture, but also the necessary condition of acquaintance society. It provides the possibility for mutual help and precise support. The existence of farmer's courtyard, low density population and clear boundary of villages create a natural environment for the isolation measures in the anti epidemic war. In the face of the epidemic situation, we are more able to understand the general secretary Xi Jinping stressed: "in promoting the development of urban and rural integration, we should pay attention to preserving the original style of the village, carefully cutting down trees, not filling the lake, and demolished houses, and improving the living conditions of the residents as far as possible in the original village form." From the perspective of agricultural development, what form of agricultural production organization can be more flexible to deal with emergencies and ensure the supply of agricultural products? Small farmers "can eat by themselves", which is significant to reduce market pressure, but the contribution to market security in an emergency is very small; large capitalized agriculture faces heavy losses due to difficulties in employing workers, and agricultural workers dare not come because they are afraid of being infected, and dare not come because of traffic interruption. As a result, the adaptability and security are very poor, while the family farms with moderate scale are the most flexible and the most flexible to market security. The family works in the field, without employing workers and isolation costs, without increasing the risk of epidemic prevention. They can produce normally at any time. Family farm, popularly speaking, is the expanded version of the farmers, is an agricultural production and operation unit with family labor as the main labor force. Family farm is a typical form of moderate scale operation, and also an effective carrier for the existence of new-type professional farmers. Family farms, like farmers, fully reflect the dominant position of farmers. Family farms have many advantages, such as full employment on the spot and close to the ground, high and stable income, not leaving the hometown to take care of the elderly and children, so that farmers have more sense of gain and happiness; effectively curb the decline of the countryside; activate farmers' demand for modern agricultural technology, whether it is the use of new varieties, agricultural machinery, or new fertilizer or new cultivation technology Adopting, farmers have shown unprecedented enthusiasm and initiative; an important feature of family farm is its stability. Because of its stability, it gives farmers and long-term expectations, farmers have the enthusiasm and motivation to protect farmland, and it also provides the basis for Cultivating Farmers' feelings of cherishing land. Only with stable land relations, people can really protect and cherish farming Land, it is possible to develop green and sustainable agriculture. Whether it is rural construction or agricultural organization construction, we should always adhere to one principle: Taking farmers as the main body. When to give full play to the main role of farmers, when the society will be harmonious and stable, and the ability to deal with risks will be improved. If we weaken the dominant position of farmers, we will greatly increase the social risk. In the process of rural construction and agricultural development, we must pay close attention to the phenomenon of rejecting the dominant position of farmers. Such as demolishing the houses of the common people to live in a centralized way, so that the farmers can't farm because they are far away from the cultivated land; transferring the farmers' land to industrial and commercial capital, so that the farmers can become workers; forcing the farmers' land to join the so-called stock cooperative, etc., are all acts of turning the owners into "spectators", curbing the enthusiasm and creativity of the farmers, weakening the flexibility to deal with the emergency, and governing the grass-roots level The great weakening of ability implies great social risk.
