The employment of graduates is a top priority project. The Party committee of the University firmly grasps the political nature of the employment work and takes a clear political stand. Recently, the Standing Committee of the Party Committee deliberated and approved the action plan for employment promotion of graduates of China Agricultural University (hereinafter referred to as the plan).
The plan is not only the work arrangement for graduates' employment in 2020, but also the work requirements for a certain period in the future. It provides system norms and work guarantee for the full and high-quality employment of graduates, which is of great significance for the employment of graduates. The plan is mainly to implement the spirit of the school's "opinions on Further Strengthening the employment and Entrepreneurship of graduates", on the basis of "ten measures to promote the employment of graduates during the epidemic prevention and control period", to carry out a comprehensive and systematic planning and design of the employment of graduates, to classify, focus and coordinate the promotion and overall implementation in stages, so as to cover a wider range and provide more comprehensive services.

Background of the plan
The CPC Central Committee and the State Council attach great importance to the prevention and control of epidemic situation and the employment of college graduates. General secretary Xi Jinping stressed repeatedly that employment of college graduates should be the priority among priorities. Novel coronavirus pneumonia is a downtown pressure on the economy. In order to further achieve higher quality and full employment of graduates, the University adheres to the three main principles of objectivity, inheritance and overall planning, drafts the plan, solicits opinions from many parties after the first draft is formed, continuously improves and modifies the plan, which is approved by the Standing Committee of the Party committee and the president's office meeting, and printed and distributed for implementation.

Main contents of the plan
The program is divided into three parts: the overall objectives and tasks, main practices and safeguards.
The core contents of graduates' employment promotion actions are: employment guidance and navigation actions, employment assistance and navigation actions, and employment hand in hand escort actions (hereinafter referred to as "three actions"), which mainly cover graduates who go to modern agricultural industry for employment, graduates who participate in national Grassroots Employment projects, graduates who participate in internship projects of international organizations, graduates who file and establish cards for poor households, zero There are nine main working practices for ten groups, including graduates from employed families, ethnic minorities, disabled graduates, retired graduates, graduates affected by major disasters and epidemics, and graduates leaving school without employment.

The plan defines the overall goal of graduates' employment promotion actions: to educate and guide graduates to take the task of strengthening agriculture and invigorating agriculture as their own duty, establish the professional values of "aspiring to all directions, going deep into the grassroots, benefiting the people", integrate their personal ideals into the national and national undertakings, and build their careers in the places most needed by the motherland.
Focusing on the overall objectives and tasks, the three actions put forward specific work objectives and tasks for different groups of graduates: first, to help the graduates who participate in the selection and transfer of students, the grass-roots and Western projects, and the internship projects of international organizations grow into talents, and the operation effect of the "school local talent training" service platform is significantly improved; second, to the poor households, zero employment families, and ethnic minorities who set up files and establish cards The graduates of key groups such as physical disability, retirement, and affected by major disasters and epidemics shall be provided with classified assistance and dynamic management of "one person one policy", so as to ensure "one hundred percent assistance", strive to achieve "one hundred percent employment", and significantly improve the quality of graduates' employment; thirdly, the graduates who leave the University and are not employed shall be provided with continuous guidance services, and strive to achieve employment or participate in employment preparation activities as soon as possible The employment of graduates is more full.

The specific objectives are: facing the domestic market, guiding and encouraging graduates to focus on serving the country's Rural Revitalization Strategy, to the central and western regions, northeast regions, and arduous border areas Grassroots Employment in remote areas, to modern agricultural industry, social public services and other fields, especially actively participate in the national Grassroots Employment projects such as the selection and transfer of students, enlistment in the army, "three supports and one support" plan, and the Western Volunteer Service Plan. Go to the world, guide and encourage graduates to practice in international organizations, and actively participate in national special projects, recruitment plans of international organizations and other projects. The measures include: strengthening pre job training, docking service resources, expanding employment channels, etc.
2. "Employment assistance and navigation assistance" It mainly focuses on six categories of graduates who are poor families, zero employment families, ethnic minorities, physically disabled, retired, and affected by major disasters and epidemics, reflecting the work intensity and temperature of the school for key groups. The specific goal is to implement "one person, one policy" classified assistance, promote the realization of "one person, one family out of poverty", and ensure the "double hundred" goal, that is, 100% assistance And strive to get 100% employment. The measures taken include: improving the assistance mechanism, providing special information, giving priority to recommending posts, etc.
3. "Employment hand in hand escort action" mainly focuses on the group of unemployed graduates leaving the school, reflects the working temperature of the school, does a good job of information connection and service continuity in accordance with the guiding ideology of "no separation from the school and continuous line of service", and makes every effort to help the early implementation of employment. Safeguard measures determined in the plan
In order to ensure the realization of the three action goals and the implementation of the tasks, the plan puts forward safeguard measures from three aspects: implementing leadership responsibility, encouraging work innovation and strengthening publicity and mobilization. It is required to implement the "top leader" responsibility of graduates' employment, strengthen the responsibility consciousness and guidance service ability of counselors, head teachers and graduate tutors, and pay attention to the implementation at all levels. We will make full use of the employment network system and social recruitment websites of the Ministry, province (city) and school level links, improve the "zhongnongyun" recruitment platform, integrate online and offline, and effectively promote employment with innovative ideas and means.
