On April 22, the school held a development planning meeting to discuss and deploy the recent work. Jiang Peimin, Secretary of the Party committee, presided over the meeting, and sun Qixin, President, mobilized the school's development planning work and put forward requirements.
At the meeting, vice president Gong Yuanshi introduced the compilation background and main contents of the "14th five year plan" of China Agricultural University, and explained the contents of the "plan" from the aspects of guiding ideology, working principle, planning system, organization, compilation procedure, implementation and management of planning, work requirements, work arrangement, etc.
Sun Qixin, the principal, explained the significance of the development planning work from three aspects: "the more the times are changing, the more opportunities and possibilities are changing", "China Agricultural University is in an important period of development choice" and "on doing a good job in school development planning". He pointed out that at present, the world is in a situation that has not changed in a century, and the global economy, science and technology, politics, governance, population and so on are changing all the time. In this context, no matter how to change, an unchanging rule is that there are great opportunities and choices in the great changes. Sun Qixin pointed out that China Agricultural University is in an important period of development. To shoulder the historical mission of this special period, we need to make a major judgment: what kind of "world-class university with Chinese and agricultural characteristics" is to be built? How to build a world-class university with Chinese and agricultural characteristics? Last September 5th, general secretary Xi Jinping wrote to the principal and expert representatives of the Secretary of the Agricultural University, which enriched the profound connotation of the world class universities with Chinese characteristics and agricultural characteristics. The new requirement of "knowing agriculture and loving agriculture and strengthening agriculture and promoting agriculture" is the fundamental requirement for China to build a world-class university with China's characteristics and agricultural characteristics. He stressed that structure and quality are the directional choice for building a world-class university. It is not only necessary to clarify the layout structure of disciplines in the future of Agricultural University of China, but also to achieve high-quality development.
Sun Qixin put forward the requirements for the development plan of the school. He pointed out that the core of a good school development plan is "to seek the future, strategy, opportunity and development". We should start from the four dimensions of concept, thinking, method and attitude to do a good job in planning. One idea: emancipate the mind, seek truth from facts, and plan for the future. Planning the future of Agricultural University determines its future direction, path and destiny. To make a good development plan, it is not only a five-year plan of the 14th five year plan, but also a major historical proposition of how to build a world-class university with Chinese and agricultural characteristics in the long run. One idea is to take a long-term view and set a high standard. We should face the world, the frontier and the major national strategies and needs. One method is to scientifically analyze and study the development trend and law of things. Scientific analysis should be carried out in a down-to-earth manner, especially in all disciplines and special projects. The more thorough the research is, the higher the quality of planning will be. One attitude is to be highly responsible and plan scientifically. Attitude determines the success or failure of the planning, the quality of the planning and the effect of the planning. We should be responsible for the cause and the people to complete the planning.
Jiang Peimin, Secretary of the Party committee, pointed out that this year is the end of the 13th five year plan and the start of the 14th five year plan. The preparation of the 14th five year plan has been included in this year's key points of school party and government work, as a key work to plan the future, gather consensus and influence the overall situation. He stressed four points on planning.
First, we need to be realistic and make a comprehensive inventory, and earnestly summarize the implementation of the 13th five year plan. A good summary of the 13th five year plan is an important basis for planning the 14th five year plan. From now on, all colleges and departments should concentrate their efforts, make careful arrangements, comprehensively review, summarize and check the completion of tasks proposed in the 14th five year plan, affirm achievements and highlight highlights. At the same time, we should find out the deficiencies and make up for them. All work that has not yet been completed must be completed in a timely and high-quality manner.
Second, we need to emancipate our minds, focus on the long term and plan a high starting point for the development of the school in the next 15 years. 2020 is an important node to achieve the first Centennial goal. On this basis, we should plan comprehensively and systematically for 2035, the first step of "two-step" and the crucial development node for the school to promote the construction of "two first-class". Therefore, we must make scientific plans for the long-term development goals and vision of the next fifteen years in accordance with the objectives and requirements of general secretary Xi Jinping for Nongda and the National Agricultural Universities and colleges, and based on the first hundred years of goals and the starting point of modernization. First of all, we must base our guiding ideology on answering "what is the world-class university with Chinese and agricultural characteristics? How to build a world-class university with Chinese and agricultural characteristics? " This is an issue of the times before all farmers. In combination with the spirit of the letter from the general secretary of internship to the agricultural colleges and universities concerned, we should continue to deepen the recognition and Rethinking of General Secretary Xi's position of China Agricultural University, and carefully study and comprehensively reflect on a series of major issues such as the development status, development orientation, development ideas and development strategies of the University in light of a series of new work requirements and ardent hopes put forward by the general secretary in his letter Universities will be brought into the national modernization pattern in the next 15 years. Therefore, when we plan our development vision for the next 15 years, we need to further open up our thinking, courage and vision, let passion and dreams fly, and then carefully demonstrate, carefully design and actively strive for them.
Third, we need to conduct in-depth research and elaborate demonstration, and work out the development plan for the 14th five year plan at a high level. In the work plan formulated by the school, the principle requirements of "four overall plans", "four directions", "Four Combinations" and "four sex unification" are clearly put forward. It is hoped that all units will organize serious study after the meeting and grasp the overall requirements, especially the requirements of the central government and the national "14th five year plan". In the school plan, the overall planning, special planning, college planning and deep reform planning system are put forward. These aspects of work should be carried out as a whole, but also stubble pressing. Both the top design and the combination of up and down. We should not only emancipate our minds, but also seek truth from facts. We should be responsible for each other and make overall plans. We should not only act actively, but also do what we can. It is hoped that the leading group office will strengthen the work coordination, urge the implementation of the work progress, and report the work progress to the school leading group at important nodes.
Fourth, we need to strengthen leadership and show action, and take the establishment project as a process of building consensus and promoting work. The preparation of the plan is a key work for the overall work of the school, which can best reflect the level of understanding, research and work of a school, a college and a unit, and also an assessment and test for all units and cadres. The leaders of the University, the main responsible comrades of each unit and the leading group of the party and government of each college should be conscientiously responsible for the future of the University, the teachers and students, and the history. They should actively participate in this work to reflect the original mission and responsibility of each cadre. After the meeting, all units undertaking the planning task shall organize special study and discussion, quickly implement the special work class, and complete the task as scheduled according to the time node of the work plan.
Jiang Peimin stressed that we should enhance the awareness of planning and implement the responsibilities in our work. In the work, we should adhere to the open door planning, actively listen to the suggestions of teachers and students, play the important role of the discipline leaders, improve the foresight, scientificity, feasibility and operability of the planning, and take the preparation process as the process of building consensus and promoting the work. We hope that you will take the lead in implementing and promoting it conscientiously, provide the development blueprint and strategic vision for the school to accelerate the construction of "double first class" and meet the convening of the Fourth Party Congress, gather a broader consensus and strong force, and make the construction of Agricultural University better.
At the same time, the school has set up video conference hall in the east main building, the west new building, Yantai Research Institute and Sanya Research Institute. All school leaders and the main principals of functional departments of colleges, management service institutions and directly affiliated institutions attended the meeting.
